Write down where the arrest happened. Use the arrest location, not the person’s home address. Record the city, county and state if known.

Wrong-person matches are especially easy when a common name appears in multiple counties or when a social-media post removes the booking date and jurisdiction.

What to Save From an Official Mugshot or Booking Record

Current inmate locators are designed for custody operations, not permanent historical archives. An old booking image often requires rebuilding the record trail.

Identify the original arrest jurisdiction. Find the county, city, state or federal agency involved at the time of arrest.
Estimate the arrest or booking year. A one- or two-year date range can dramatically improve records searches.
Search the old court case. The docket may reveal the agency, case number and dates needed to request the photograph.

The most important part of a records request is sending it to the agency that actually holds the record. A broad request sent to the wrong office can create delay without producing the photograph.

Identify the record custodian. Was the photo created by the county jail, sheriff, city detention facility, state corrections agency or federal agency?
Check the public website first. FOIA.gov and DOJ guidance both encourage users to see whether the requested information is already publicly available before filing a formal federal request.
Collect precise identifiers. Use full legal name, approximate date, jurisdiction, booking number, case number and arresting agency when available.
Open the agency’s correct records page. Search for Records, Open Records, Public Records Request, Records Division or FOIA.
Ask for the exact booking photograph. Do not write only “send criminal records.” Identify the event and record type.

That does not guarantee production of every record within 20 days. Complex searches, consultations and backlogs can make actual processing longer. Narrow requests are generally easier to process than requests for a huge volume of material.

Federal FOIA is not the law for county mugshots. DOJ states that FOIA applies to federal executive-branch agency records. State and local sheriffs, jails, police departments and courts follow applicable state/local public-record law and agency procedures.
